Committee set up to improve 1,700 km roads in TN

An empowered committee has been formed to ensure better coordination between various departments for implementing a project to improve 1,700 km of roads across Tamil Nadu in a time-bound manner.

The Union Department of Economic Affairs had proposed the Tamil Nadu Road Sector Project-II for accessing the $300-million assistance from the World Bank. The committee will be headed by the State Minister of Highways and Minor Ports as chairman.

The committee, while having the Minister as chairman, will have Chief Secretary, Principal Secretaries to Finance and Highways and Minor Ports Departments besides Project Director of the Tamil Nadu Road Sector Project as members.

The action plan for the project, approved by the government, involves financial strategy such as tolling of high-density traffic corridors, levy of cess on motor fuel and /or motor vehicle tax and ring fencing into State road fund.

Eyes on speedometer or road?

 CHANDIGARH: Motorists in Chandigarh are on the horns of a dilemma over the speed limits of the traffic police. They can’t decide if they are supposed to focus on the road ahead or keep checking the speedometer while driving. The problem with the speed limit is that it is completely at odds with modern cars that can easily go up to 70 to 80 km/hr in a very short time. That being the case, city residents want the administration to reconsider the speed limit.

“I own an Audi A-6 and believe me, most of the time, I avoid driving it in the city because it goes beyond 60 km/hr in no time, which is a violation of traffic rules,” said Robin Mehra, a businessman from Sector 23. Most people argued that if they kept checking the speedometer while driving, they would not be able to concentrate

 

“It is not possible for anyone to glance at the speedometer every 15 to 20 seconds. It is like talking on the mobile phone or typing a text message while driving. It can be dangerous,” said Jatin Pathak, a banker.

Upasana Verma, who works with a PR company, said, “On the one hand, big companies are selling fast cars to city residents and on the other, police are issuing slips for speed violations. There is no logic in this. Since India has a free market, there should be the freedom to drive fast cars.”

In Chandigarh, the speed limit of different vehicles is restricted between 25 km/hr to 60 km/her, depending on the type of road and the make of vehicles. “I think traffic cops should act in a proactive manner. They should first approach car manufacturers and ask them to install speed barriers in vehicles. If it is not possible, they should ask the administration to build special lanes for fast cars. Blind challaning is not a solution,” said Dr Anurag Khosla, a physiotherapist.

Juhi Mitra, an engineering student, said the challaning drive is irrelevant in Chandigarh. “If statistics with the Chandigarh police say no one has been killed due to speeding, then stop challaning people. This issue affects more than 7 lakh motorists and should be taken to a logical end.”

CHAOS AT SOUTH EXTENSION-1 BUS STOPS

It is an ordeal to wait for Delhi Transport Corporation (DTC) buses in South Extension-1. To begin with, there are too many bus stops within a few metres. “The drivers halt the bus according to their will and there choice of bus stop. One has to run from one bus stop to another to catch the same bus as the buses do not halt at the designated bus stops,” says Srikh Mandal, a resident of South Extension-1. Adds Jyotsana Marwah, a college student, “We keep signalling the driver to stop but the bus stops only when they want. None of the drivers follows any rules. If there is already a bus, the other drivers halt either a few metres away from the bus stop or in the middle of the road.” “The ACs of many buses do not work though the passengers have to pay more fare,” adds Harpreet Singh, a resident of Andrews Ganj. “Two bus stops have been removed due to Metro construction. But buses still stop at that place. As a result, passengers have started waiting for buses at these points. Since there is no bus stop, during rush hours, passengers come up to the middle of the road to catch a bus,” says Singh. “Many drivers and conductors have been challaned for turning up for duty without proper uniform. Currently, the biggest challenge for the DTC is to get homeguards. Around 89 night buses were given homeguards for safety but not a single one

Underpass at Sarita Vihar

There is good news for the commuters travelling between Sarita Vihar, Kalindi Kunj and Okhla. The much awaited and one of the longest underpasses will soon be made operational here. It will reduce the distance between Sarita Vihar and Okhla. From nine km it will be reduced to one km. The construction of the underpass at Sarita Vihar within the railway boundary is being executed by the Northern Railway on behalf of the Delhi Development Authority. This underpass will connect Okhla Industrial Area with Kalindi Kunj on the Noida side.

“I will benefit a lot as I live in Block J, Sarita Vihar, and my office is in Okhla Industrial Area Phase-4,” says Paramjeet Kaur Juneja, a resident of Sarita Vihar. This is probably the largest underpass being constructed by the advance technique of box pushing. The segments are precast over a horizontal RCC thrust bed, adjacent to the railway embankment. The boxes are then pushed into the embankment one after another with the help of hydraulic force created by jacks. The force of the jacks is transmitted to precast segment and thus it moves forward. There is uninterrupted train movement during the construction. The underpass is being made under the Delhi-Mumbai rail route, one of the busiest in India. About 300 trains pass on this rail section every day.

The underpass is being built on the two-four box pattern. It will have eight lanes for vehicular movement and one lane for the pedestrians and cyclists. Adds Bimal Jairaj, another resident of Block H, Sarita Vihar, “There is a designated space for pedestrians and cyclists on this underpass. Usually, these two categories are left to fend for themselves since there is no provision for them in the design plan.” “Once the underpass is functional, it will reduce the travelling time. The railway track has been continuously monitored and uninterrupted train movement at controlled speed was ensured during the construction phase. The underpass is likely to be functional in the next six months,” says Neeraj Sharma, chief public relations officer, Northern Railway.

Tewari lays foundation of 2 link roads, stresses on power of RTI

Union information and broadcasting minister and Ludhiana member parliament (MP) Manish Tewari laid the foundation stone for upgrading two link roads in Dakha assembly segment in Ludhiana parliamentary constituency under the Pradhan Mantri Gram Sadak Yojna, here on Sunday.

Tewari laid the foundation stone of the link road between village Sohian to National Highway-95 and Braich to Dhollan, being built at an estimated cost of Rs. 1 crore 6 lakh and Rs. 6 crore 39 lakh, respectively.

Tewari exhorted people to exercise the Right to Information (RTI) to ensure proper utilisation of funds for development.

 He said, “The union government allocates about Rs. 800 to 1000 crore per annum to the state of Punjab for various programmes such as rural development and Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), among others, which are to be spent through zila parishads.”

Tewari added that the state government does not contribute its share in the central schemes and funds are also not being properly utilised by the zila parishads. This is why there was no development in the state, he said.

Talking about the power of RTI, Tewari added, “The UPA government has strengthened the common man with the power of RTI through which everyone has a legal right to know how much amount has been sanctioned and how much has been spent. All panchayat’s and citizens are free to seek details of development funds from the zila parishad.”

The state government should come up with a white paper on the state economy, said the Ludhiana MP. He added that if no central grant is given to Punjab, the state will have to face financial bankruptcy as it is currently unable to even pay salaries to its employees.

Congress leaders including Jagpal Singh Khangura, Major Singh Mullanpur, Manjeet Singh Bharowal, Pawan Dewan, Kaka Grewal, Ranjit Singh Mangat, Telu Ram Bansal, Purshottam Khalifa, among others were present at the function.

ADB grants $300 million for road project in India

The Asian Development Bank (ADB) has signed an agreement with the Government of India to provide a financing package of $300 million to fund a road development project in the state of Bihar.

 

The country intends to use the funds for Bihar State Highways II Project, which will upgrade 254 kilometers of severely deteriorated highway in northern and southern Bihar. The project will widen existing sections of four highways to two lanes, build and maintain bridges, and strengthen pavement. This should optimize access to the state highway network for beneficiaries living in remote villages.

The project will also use a $1 million from the allotted funds to prepare a 20-year road master plan for Bihar state. The project will also focus on improving the road design that will help address future flooding. To offset carbon emissions, the project will plant 10 trees for every individual tree cut for road widening. Solar panels will be used at construction sites to sequester carbon and reduce carbon emissions.

Stated for completion in October 2017, the estimated outlay of the Bihar State Highways II Project is $375 million. The remaining funding for the project will be provided by the government of India.

Road work moving slowly: Jairam

The Empowered Committee of the Ministry of Rural Development has sanctioned proposals worth Rs 1,068 crore under the Pradhan Mantri Gram Sadak Yojana. While intimating the approval of the  committee to Chief Minister Naveen Patnaik, Union Rural Development Minister Jairam Ramesh expressed his displeasure over the slow pace of completion of the infrastructure projects.

“The State is required to enhance its capacity to deliver the desired quality of roads,” the empowered committee remarked.

Advising the State Government to increase the strength of the project implementation units (PIUs), Ramesh said 2,048 road works out of the project sanctioned till March, 2011, have  remained incomplete. “Unless the State enhances its execution capacity, the desired progress with respect to speed and quality cannot be achieved.

Hence, the Ministry has decided to sent the Joint Secretary along with his team to the State to have a meeting with the State officials and the contractors to resolve various issues faced by the State before August end,” Ramesh said.

The MoRD has sanctioned 343 road projects covering 1,184 km at a cost of Rs 584 crore and 140 long span bridges at an estimated cost of Rs 483 crore.

As the quality of roads constructed under the flagship programme is not satisfactory, the Union Minister has suggested that the Chief Minister should institutionalize quality monitoring system in a few selected districts and send the plan to the Ministry by the end of this month.

Road contract award far behind year’s target

If construction companies were pinning their hopes on a steady flow of highway projects in the current financial year, they might have to wait longer. A report by CARE Research says the National Highways Authority of India (NHAI) will be able to award only one-third of its current target.

 

The Union Ministry of Road Transport and Highways had set a target of awarding around 9,000 km of road projects in 2013-14. CARE Research expects that road projects with the length of about 3,000 km would be completed.

 

“The target seems to be unattainable, given the continued impediments faced by the road sector. Delay in obtaining land, forest and environmental clearances, coupled with a slowdown in macro economic conditions continue to hit projects in the sector,” the report said.

 

Analysts say the state-of-affairs of slow order inflows of the last financial year will continue to the first half of the current financial year as well. Many of them had expected NHAI to award as much as 3,000-4,000 km worth of projects in the first half of the year.

 

“The first half will see dull ordering but there is hope that the second one would be good. It all depends on how government will process infrastructure projects,” said Viral Shah, senior research analyst-infrastructure, Angel Broking. The broking firm has also taken a conservative estimate of L&T’s order inflow growth. While the infrastructure major guided a 10 per cent growth, the firm expects it to be at around 8-9 per cent, indicating a tough environment ahead.

 

NHAI’s delayed targets would affect construction companies as 50 per cent of awards were supposed to be on the engineering, procurement and construction (EPC) model. In 2011-12, awards and road project wins on build, operate and transfer (BOT) mode could not raise debt, as banks became cautious. Many such projects had aggressive bids by project developers.

 

Some projects which sought bids last year, saw lack of interest from developers as well. “Almost 10 road projects worth Rs.14,800 crore received no bids or witnessed bidding cancellation in 2012-13,” said CARE Research.

 

However, slow execution of highway projects, might see a pick-up this year. “The execution of already awarded road projects will improve in FY14. The upcoming elections are expected to expedite the execution of road projects in this fiscal. Also, the recent judgment by the Supreme Court, on delinking environment clearance from forest clearance will provide some fillip to the project execution,” the report said. According to estimates, road length of about 2,700 kms would be constructed in 2013-14.

 

While NHAI’s programme might be slower in the current financial year, state government project awards have picked up pace. The report believes that the annual investment will grow at 16 per cent in the Twelfth Five Year Plan.

Unless a major portion of the land is handed over in the construction of the proposed Delhi- Jaipur expressway, financial institutions could shy away from funding the project, Road Minister Oscar Fernandes has said.

The Ministry of Road Transport and Highways and NHAI (National Highways Authority of India) plan to build an expressway, at an estimated cost of Rs 14,000 crore, to the Pink City with the aim of decongesting the journey.

“Delhi-Jaipur Expressway — the work on this project is on, but unless 60% of the land is not handed over, the work cannot start because the financial institution will not lend money,” Fernandes told PTI.

However, the Minister did not elaborate on the matter any further.

He said, “The work is in progress on some stretches but at some places land acquisition is required and on those stretches it cannot be undertaken unless land is acquired.”

The starting point in Delhi for the expressway, in all probability, would be the Indira Gandhi International Airport.

Ministry of Road Transport and Highways, in 2006-07, planned to construct 10 expressways but progress could be made only in two, namely Delhi-Jaipur and Delhi-Chandigarh.

However, the Delhi to Chandigarh expressway may now be re-aligned from Delhi to Ludhiana with a link to Chandigarh.

This has been proposed mainly to cater to the heavy traffic on the Delhi-Ludhiana National Highway.

The government had accorded approval for building 1,000 km of expressways in the country in October, 2011.

The government will build seven expressways under the flagship highways building programme NHDP (National Highway Development Programme) VI.

The remaining five projects are – 400 km Vadodara-Mumbai, 66 km Delhi-Meerut, Delhi-Agra, 277 km Bangalore-Chennai and 334 km Kolkata-Dhanbad.

13 road projects to be awarded under OMT basis

 The government has identified 13 road projects of over 1,800 km length that would be build on the operate-maintain-transfer basis during the 12th Plan period (2012-17).

Under OMT (operate-maintain-transfer) concept, six projects or packages measuring 963 km have been awarded and four measuring 720 km are in the bidding stage, an official in the Road Ministry said.

“We have identified 13 more such packages about 1,839 km to be developed under the same (OMT) model,” he said.

The government has identified 60 new locations for development as wayside amenities on highways.

These amenities include parking lots, restaurants, toilets, first-aid centres, telephone booths, petrol pumps, kiosks for sale of miscellaneous items and landscaping.

At present amenities at six locations have functional and work is on at other locations, he said.

Approximately, 3800 km of completed 4-laned highways constructed under various NHDP (National Highway Development Programme) are under maintenance.

Ministry of Road Transport and Highways has set a target of covering a length of 8800 km under NHDP next year (2012-13).

The allocation of the Ministry has been enhanced by 14% to Rs 25,360 crore in 2012-13.
