India has a $1 trillion infrastructure deficit over the next five years, finance minister P Chidambaram has told the World Bank, which wants private sector participation to bridge the funding gap.
Chidambaram met World Bank president Jim Yong Kim yesterday (Saturday) morning on the sidelines of the annual Spring meeting of the International Monetary Fund and the World Bank.
At a public event in Washington along with UN secretary general Ban Ki-moon, Kim stressed on the importance of private sector participation on meeting such a massive funding need.
“I just met with the finance minister of India this morning, and he told me that, in India, they have a $1 trillion infrastructure deficit just for the next five years,” Kim said.
“So, all of the official development assistance combined won’t even meet half of India’s infrastructure development needs. So, we’ve got to get the private sector involved,” he said.
Chidambaram is in Washington to attend the annual Spring meeting of the International Monetary Fund and the World Bank.
No further details of Chidambaram’s meeting with Kim were available.
“Now, at the World Bank Group, we have the International Finance Corporation, and specifically what they do is they say, ‘We want to be sure that private investment, in infrastructure in ports, in roads, in telecommunications actually has the greatest development impact'”.
“So, our team at IFC, if–they get extra credit, they get better evaluations of the investments they make and the investments they bring in actually have a development impact,” Kim said.
He said the World Bank has zero tolerance for corruption.
“You have to have an absolute zero tolerance for corruption, and that’s exactly the way we’ve done it,” he said, as he referred to Bangladesh where the Bank had to suspend work on a bridge and, in the process, debarred a company.
“We just did that, and it was the longest debarment in our history. They are now prohibited for working on any of our projects for 10 years, and you have to have a complete, zero-tolerance approach and that is what we do in the World Bank Group,” he said.

Bids for 1,483-km freight corridor project by May

The 640-km project-part of the 920 km Rewari-Vadodara stretch-is awaiting approval from Japan International Cooperation Agency (JICA), which is funding the project, to begin financial bidding.
It will be the second project along the 3,322-km Dedicated Freight Corridor to be put on the block. In January, the government had awarded the first project-343-km of the 1,839-km Eastern Corridor-to Tata-Aldesa JV. Preparatory work on this Rs 3,300 crore Kanpur-Khurja section is likely to be completed by June.
The Dedicated Freight Corridor project, being implemented by the railways through theDedicated Freight Corridor Corp of India Ltd ( DFCCIL), aims to connect the important freight lanes between Delhi and Mumbai in the west and Ludhiana and Dankuni in the east.
The 640-km project on the Western Corridor is likely to go to either the consortium between Japan’s Sojitz Corp and Larsen & Toubro or Mitsui, Ircon and Leighton.
The government plans to invite bids for about 1,500 km of freight corridor lines by the end of this fiscal, most of which will be in the western corridor. “Of the 1,500 km, 950-1,000 km will be from the western corridor while 400 km will be from the eastern corridor,” DFCCIL’s MD, RK Gupta, told ET.
According to officials, these projects are likely to cost about 10 crore per km and can help reduce CO2 emission by 450 million tonne over the next 30 years. About 90% of the land required for the stretches has already been acquired by DFFCIL. “The remaining portions are in difficult places or require alignment changes. We should be able to complete this in six months,” Gupta said.

Amidst the ongoing gloom on the economic front, Finance Minister P Chidambaram today allayed fears of the industry over stalled projects and assured all steps to remove the bottlenecks.
“The agenda was to identify the projects that have been stalled. We’ve identified 215 projects which for one reason or another are stalled. We’ve identified another 126 projects which are new projects, to which banks have sanctioned loans but which have not taken off,” Chidambaram told reporters after the meeting.
Those in attendance included industrialist Anil Ambani, Prashant Ruia of Essar, Ajit Gulabchand of HCC and Madhu Kannan from Tata Sons.
Chidambaram was accompanied by Banking and Financial Services Secretary Rajiv Takru.
Bankers present included SBI Chairman Pratip Chaudhuri and heads of Bank of India, Central Bank of India and Union Bank of India.
“We are sitting with the bankers and the industry to find out why a particular project has been stalled and I am noting that down to go back and try to remove that block,” Chidambaram added.
The meeting comes on the back of a government estimate that economic growth will fall to a decade low of 5 per cent in FY13.
Many analysts are blaming stalled projects and declining investments as among the major factors hurting growth.
“He (Chidambaram) went into a lot of nitty-gritty (over stalled projects). He was very concerned and overall a very clear mandate was that these projects need to be completed,”
Aditya Birla Group Chairman Kumarmangalam Birla told reporters.
The Finance Minister went into details on each of those projects, not just at general level, Birla said, adding “he asked each one of us to talk about the projects and apprise him about the issues”.
Birla also said that Chidambaram was keen that these projects took off. “He personally took notes and I am sure he will take actions on whatever is required.”Assocham President Rajkumar Dhoot said the Finance Minister assured he would do his best to resolve the issues.”This is a first and a very good step taken by the Finance Minister of talking individually to everybody. He noted down all the things and he heard us very patiently. He said he will try his level best,” Dhoot said.Stating that issues such as land acquisition and environmental clearances were hampering completion of a number of projects by his firm, Gammon Infrastructure Projects Managing Director K K Mohanty said he expects things to move.”I told him that we were allotted six projects last year, which should have started in six months. But despite all financial closure and bank sanction, these projects are yet to take off even after 18 months of being awarded,” Mohanty said.”These projects have not yet started because of the issues like land acquisition and environmental clearance, among others,” he added.Mohanty said even those projects which are off the ground are nowhere near completion due to stumbling blocks like land acquisition and completion of a few clearances.Additionally, those project which are working have issues around cash flows due to growing instances of litigations, he said.

Delhi chief minister Sheila Dikshit on Monday thrashed civic officials for the tardy pace of restoration work at Connaught Place.
“I am not confident of their meeting the April deadline, which is why I have asked the chief secretary and the NDMC chairperson to visit the market and assess what needs to be done,” Dikshit told reporters.
Sources claimed: “After missing several deadlines, the NDMC had decided to fast-track work and complete it by June this year. But none of the officials were certain if even this deadline would be met.”
Sources said the government is considering slapping a financial penalty on EIL for not finishing the project despite extensions.

The chief minister was speaking at a function here to inaugurate/lay foundation stones of Noida, Greater Noida and Yamuna Expressway Industrial Development Authority’s projects worth R 3,337 crore.
Stressing that the state could not be developed without the development of rural areas as well, he said for inclusive growth government policies would have to benefit farmers too.
Yadav said his government had got in touch with Amul for dairy development to benefit farmers. “Amul has been doing business worth R 40 to 50 crore per month per village in other states. We will open many centres of the company in UP,” he said. He also announced an interest-free loan scheme for dairy development.
Inaugurating OPD services at a Greater Noida hospital, the chief minister spoke to the chief medical superintendent through video-conferencing and instructed him to ensure proper treatment to all patients at the OPD. He further said his government was making all efforts to take the state ahead on the path of development. A number of industrial units had already been set up in Noida and Greater Noida and more would come up soon, he said. “We will continue to make efforts to create a conducive environment to attract investment,” Yadav said. The chief minister asked Noida officers to solve traffic problems there.
He said the total budget of Noida, Greater Noida, GDA and others could be almost equal to the budget of Delhi. “The officers should, therefore, make serious efforts to provide better infrastructure support and cleanliness in the areas around Delhi,” he said.

“Before the inauguration in May, the Noida authority will complete formalities of memorandum of understanding (MoU) to be signed with DMRC for the Kalindi Kunj-Botanical Garden link. We have sent the file to the urban development ministry for approval,” said a senior authority official.
The detailed project report (DPR) of the City CentreSector 62 route has already been approved by the Noida authority. “An MoU will be signed soon. The authority is also likely to approve the DPRs of two proposed routes — City Centre-Greater Noida’s Bodaki and Sector 71-Greater Noida West,” said the official.
Officials said the chief minister would inaugurate three proposed bridges across the Yamuna — one near Okhla Barrage and one each in sectors 150 and 168 to connect the city with Faridabad.
Soon, students of middle and secondary classes will get lessons in road safety and rules. Taking a leaf out of the books of developed countries such as the US and UK, the road transport and highway ministry has decided to incorporate chapters on road safety in the Central Board of Secondary Education curriculum.
The curriculum drafts have been prepared and the chapters will be included in the academic year 2014, said Sanjay Bandopadhyay, joint secretary of the ministry. “We have sent the drafts to the National Council of Educational Research and Training (NCERT) for evaluation,” said Bandopadhyay.
According to ministry sources, a chapter on road safety will be included in four subjects — Social Science, Hindi, English and Maths for classes VI to X.
The Internationali l Road d Federation (IRF) and Institute of Road Traffic Education (IRTE) have prepared the draft curriculum with help from a group of school teachers across seseveralerall schools in DelhiDelhi. Sources said the draft committee may take inputs from the Delhi traffic police, if required.
“We have hired a team of experienced teachers from different Delhi schools as well as illustrators to design the chapters coupled with graphics and exercises. Once the ministry gives its approval, these chapters will be integrated into the existing curriculum,” said KK Kapila, chairman, IRF.
The Delhi traffic police have appreciated this initiative. “This is a wonderful initiative for road safety and will provide education for life to future road users,” said Anil Shukla, additional commissioner of police (traffic).
The chapters will edify students on how to cross a street safely and correctly and will also comprise lessons on understanding traffic signs, highway codes, road norms, traffic hazards and safety on roads among others.

Multi-level parking at Parade Ground misses high court deadline
NEW DELHI: The North Delhi Municipal Corporation has missed the March 31 deadline of making the parking at Chandni Chowk Parade Ground operational.
The deadline was set by the Delhi High Court. The north body has been able to open only two levels of the underground parking. The parking has four levels, one on the ground and three underground. Only the ground and the upper basement level have been made operational so far.
The civic body officials said some “last-minute work” is being done on the other floors.
Traders of Chandni Chowk have complained to municipal commissioner PK Gupta about the delay. “We would request you to kindly look into the issue and ensure that the parking be made fully operational as per the undertaking given to the Delhi High Court,” wrote the Chandni Chowk Sarv Vypar Mandal.
According to the traders’ body president Sanjay Bhargava, the absence of parking is increasing the pressure on the already congested market, which does not have enough space.
“During weekends when the number of visitors increases, it becomes very difficult to commute in Chandni Chowk as people park cars on the roadside, choking up the carriageway,” he said.
Traders also complain that the nearby Gandhi Ground parking is also in a bad shape and needs renovation.
“The parking is open for the public and people are using it. It is only a matter some time before the entire structure is operational,” said leader of the House Mahender Nagpal.
The unified MCD in February 2012 had inaugurated the 1,020car capacity underground multilevel parking lot in a hurry even before the structure had been completed.
The underground parking will cater to more than 720 cars, while the surface parking area will be utilised for parking of 300 cars.
The parking has been constructed at a cost of R52 crore.

The North municipal body has decided to inaugurate its first automated multi-level parking at Kamla Nagar on April 20. A week later, the conventional multi-level parking at Model Town will be inaugurated.
Incidentally, both the projects work would be declared open to the public in the year which is set to witness assembly elections in the city. Both the BJP-ruled civic bodies and the Congress-ruled state government have been in an overdrive to woo voters.
“The Kamla Nagar parking is complete and so is the Model Town parking. Once they are opened, the visitors in these areas will find enough space to park their cars,” said a senior official. The corporation has at least seven parking projects, on which work was on for the past five years.
A host of inauguration functions would be held to woo voters since the assembly elections are scheduled later this year. The civic body has completed the tender process for parkings at Rani Bagh and Ashok Vihar and the projects may be announced to get political mileage.
The Kamla Nagar automated multi-level parking was announced in 2007 and the Lieutenant Governor Tejendra Khanna laid the foundation stone.
The parking project is spread over 3,200 square metres and has seven levels that will accommodate 834 cars and 300 scooters.
Once completed, the project will provide a much-needed breather to the Kamla Nagar market, which currently witnesses congestion as visitors leave their vehicles on the roadside.
“When the project is inaugurated on April 20, it will be thrown open for the public for trial. Parking charges will be imposed only when we are satisfied that the system is properly working,” said leader of the House Mahender Nagpal.
The municipal body may also have to face disappointment as the other two automated multi-level parking in the city are not very popular with the commuters.
Built by the New Delhi Municipal Council (NDMC), the Baba Kharak Singh Marg and the Sarojini Nagar parkings are still being under-utilised.
North Corporation is not the only municipal body that is trying to complete its projects before the assembly elections. South Corporation last week announced that work orders for parking projects at Defence Colony, Munirka and Subhash Nagar have been given.

The result: the project — which was scheduled to be operational by March this year — has missed the deadline yet again.
During the annual press conference of Delhi Police in January this year, the traffic police had promised that e-challans would become partially operational in January and fully by March.
In January, the traffic police had initiated a trial by introducing some of the devices in Parliament Street area of Central Delhi. However, the gadgets developed a technical snag. Sources said the hand-held device, which was used to issue challans, encountered a problem while working in the sunlight.
According to sources, the vendor Airtel is not ready with 1200 e-challan devices and has sought more time for supplying the gadgets.
“We do not know when the project would successfully be implemented,” said Anil Shukla, additional commissioner of police (traffic).
‘’After the successful deployment of the pilot, we are determined to take all steps towards its successful implementation,’’ said a spokesperson of Airtel.
After running into several delays, the e-challan system had got the final nod of the state government in November. Following this, the traffic police were keen to formally launch the project by making 100 gadgets operational during the special drive against drunk driving on the eve of New Year in Central Delhi.
But the plan never materialised as the vendor was not ready with the devices.
As per the tender agreement, Airtel was to provide 1200 e-challan instruments to cover the entire city by March and also provide technical support for operating the instruments. With e-challan — an electronic format of the challan – becoming functional, there will be a record of all traffic violations against errant drivers and vehicles. This, the traffic police claims, will help initiate a new regime of better enforcement by having higher penalties for second and subsequent prosecutions and ensure point system for supervision and cancellation of driving licences.
