The proposed 19-km ‘Elevated Corridor Project’ connecting Chennai Port and Maduravoyal envisages direct access to the port from the outskirts of the city round the clock without traffic regulations. This will help in the speedy movement of cargo in and out of Chennai Port, the National Highways Authority of India has said in an affidavit in the Madras High Court.
The time required to reach Chennai Port from Maduravoyal through the corridor would be approximately 30 minutes. The project would help in augmenting the revenue of both the Central and State Governments by way of taxes besides improvement of trade, industry and employment.
The NHAI affidavit was in reply to a counter filed by the Chief Engineer of the State Public Works Department, Chennai. The NHAI had filed a writ petition seeking to quash the records of the Chief Engineer, PWD, Water Resource Organisation, of January 28 this year.
By that communication, the PWD had sought revised CRZ clearance for the elevated corridor project. The NHAI said it was aggrieved as the Tamil Nadu Government was putting stumbling blocks in implementing the corridor. The Chief Engineer had earlier filed the counter to the petition.

A consultants’ committee of the National Highway Authority of India (NHAI) have recommended that all ducts of bridges on the Pune-Bangalore Highway should be completely closed. The report comes after the recent, tragic accident in which four advertising professionals lost their lives.
In their safety audit report, submitted to the NHAI on Monday, the committee recommended that all similar ducts should be closed and barricaded to avoid mishaps.
The car carrying Pranav Lele, Sahil Qureshi, Shrutika Chandwani and Chintan Buch fell into the river Neera at Sarola, around 50 km from the city, on the Pune-Bangalore highway.
The car fell through a 15-foot gap between two bridges after hitting a road divider, and sank into the river. The accident raised several questions over security and the lack of concrete walls or crash barriers at the end of the bridge in Bhor taluka which separates Pune district from Satara.
Earlier, there was only a two-lane bridge over the highway; a second adjoining bridge was constructed a few years ago.
NHAI officials intend to share the report with the highway police for further discussions on the subject and will seek their feedback. A meeting of senior NHAI officials, the highway police and other stakeholders will also be held to chalk out a safety roadmap.
“The consultants have recommended that the duct near Neera Bridge where the accident occurred, should be closed. The report also suggests that all such ducts on the highway should be barricaded, to avoid such incidents.
All these recommendations will be sent to the NHAI’s headquarters in Delhi for final approval. Once this is done, and the required funds have been procured, the work will start,” said a senior NHAI official on condition of anonymity. |

KOZHIKODE -Hundreds of people, including women and children, from Ponnani taluk in Malappuram district, claiming to be the victims of land acquisition for the expansion of National Highway (NH) 47, on Sunday blocked Minister for Public Works VK Ibrahim Kunju in front of the League House in Kozhikode where the minister had come to attend the state secretariat meeting of the Indian Union Muslim League (IUML).
The protesters entered into the League House premises shouting slogans as the meeting was about to commence.
They blocked the way of the minister from entering into the League House alleging that the IUML and its ministers were not taking any steps to stall the eviction of people from the area in the name of highway widening.
The incident led to skirmishes between the protesters and the IUML activists. Though, Industries Minister PK Kunjalikutty tried to pacify the protesters, they were not in a mood to listen to him in the beginning and this made the minister angry. Kunjalikutty told the protesters that the IUML cannot be cowed down by such actions.
“If you are doing this for getting coverage on visual media, go ahead. But, don’t think that we will be scared by such actions. This is the office of the IUML and don’t think you can come here and indulge in agitations. I have told you that the party will discuss the concerns raised by you. But, if you are not listening to us, then don’t think that you can hold us for ransom,” he told them without mincing words.
IUML national secretary ET Mohammed Basheer later said that holding protests in front of the office of a political organisation would set a ‘wrong precedent’ in the state. On the claims that the people assembled there were IUML activists, Basheer said the party would investigate the issue and take suitable action.
The protesters said that they did not come to the League House for staging any agitation but to bring into the notice of the IUML leadership the plight of victims who are set to lose their land and dwellings.

Jalpaiguri, : Over 150 families near Jalpaiguri town have volunteered to give their plots to the National Highways Authority of India for four-laning of NH31D, a key project in north Bengal that has not taken off because of land acquisition protests.
The gesture from the villagers is unusual as in several other places in Jalpaiguri district, villagers have blocked land acquisition demanding higher compensation.
A delegation representing 153 families of Raninagar, on the outskirts of Jalpaiguri town just off the highway, today submitted a memorandum at the NHAI project office in Siliguri, requesting that their land be acquired immediately as they want the highway project to take off.
The residents, who have formed a Jami Ditey Icchuk Byaktider Committee (committee of people who want to give land), said some “outsiders” had stopped officials when they had gone to Raninagar this month when they had to take land measurements for acquisition.
“On November 10, employees from the district land and land reforms department visited our plots, measured the portion that they would require for the four-lane project and were about to make valuation when some outsiders came, protested and stopped their work. The officials were forced to leave,” said Koushik Das, the convener of the committee.
“The next day, we formed this committee as we are in favour of immediate construction of the four-lane highway which would largely help in swift transport movement and also improve the economy of the region,” Das said.
One of the residents said that if land was not acquired quickly, the residents would begin protests demanding that their plots be used for the project.
The four-laning would be done from Ghoshpukur in Siliguri to Salsalabari in Cooch Behar, a 155km stretch. According to officials, the widening of NH31D would require about 570 hectares.
The NH31D is part of the East-West Corridor from Porbandar in Gujarat to Silchar in Assam. The NH31D and NH34 are the lifelines of north Bengal. The north Bengal stretch of NH31D is the only part of the East-West Corridor where four-laning is yet to begin.
On October 29, north Bengal development minister Gautam Deb had met NHAI and panchayat representatives from Dhupguri to ease the land protest there. At that time, sources had said the problem in Dhupguri was the last land hurdle on the path of the project. But on November 13, protesters blocked Assam More, also near Jalpaiguri, and said they would not give land for the project unless they were paid four times the announced compensation.
According to government rules, land losers get compensation according to the current market price. The government may also give a solatium and a rate of interest on the compensation amount.
Today, Raninagar resident Bakul Rani Saha said because of the delay in land acquisition, the people were unable to repair their homes and shops. “Unless the portion of land required for widening the road is demarcated, we cannot repair our houses or shops. We are in a fix and the only reason for the delay is the objection raised by some outsiders who do not own the plots here,” Saha said.
Like in Assam More, people of Fatapukur and Mainaguri have also demanded more compensation.
Santosh Saha, another Raninagar resident, said: “The two-lane highway is in a pitiable condition over the past three-four years and we want the work of four-laning to commence immediately.”
D.K. Ansari, the project manager of NHAI in Siliguri, said the offer of the Raninagar residents would be discussed with Jalpaiguri district administration. “We have communicated to the district land and land reforms department in Jalpaiguri, requesting them to go ahead and acquire the land,” he said.
Officials of the land and land reforms department said they would soon start acquiring land in Raninagar.

Bharuch: The frustration over daily traffic jams on national highway (NH-8) near Bharuch has once again spilled over on the streets.
On Monday, large number of people gathered at Zadeshwar toll tax plaza demanding abolishing the tax with immediate affect. They said that the tax collection is badly affecting the traffic movement.
Bharuch MLA Dushyant Patel, who is lead the agitation, asked the toll tax contractor to stop collecting tax till new bridge is constructed on Narmada. Daily commuters and people gathered to protest peacefully. The computer and other accessories from toll counters were removed by the contractor and informed National Highway Authority of India (NHAI) officials about demand of people.
Several NGOs under the banner of Bharuch Citizen Council also joined movement.
“Large number travelers get stranded on the highway for for hours in massive traffic jam due to toll tax plaza near Zadeshwar. The tax collection period was over in December 2012 and only one track is operational as old Sardar Bridge declared as non operational. Despite there being no need of tax collection, the time limit was extended till March 2014. The toll plaza itself is big obstacle in traffic movement hence it is in the interest of people to remove the same and stop tolll collection,” he said. N K Patel of Bharuch Citizens Council said, “NHAI officials and politicians are not sensitive enough about this burning issue. They don’t care for the people suffering in traffic and this has led to a movement to remove toll tax.”
Irrespective of political parties, we are going to ask for a time-bound program of construction of damaged bridges near Golden Bridge and Sardar bridge.”

The finance ministry has approved plans by the road transport and home ministries and the department of information technology to implement safety improvement measures for women under the Nirbhaya Fund.
“The plans by ministry of road transport and highways and home affairs and department of information technology have been selected by the finance ministry,” said a senior road transport ministry official. The approvals came in a meeting chaired by the finance minister this month.
This fund, to be spent on providing security to the women across the country, was announced by finance minister P Chidambaram in Budget 2013-14.
The official further said that the road transport ministry’s approved plan, includes installing cameras and global positioning system (GPS) in buses and other modes of public transport.
“The recordings by cameras and GPS will be monitored real time. We also plan to closely work with the police to ensure their intervention in case of detection of any untoward incident. The plan is to implement these in cities with population over 1 million,” he added.
The intercity buses plying in Delhi have GPS system installed and any change in route is detected by the control centre, where it is monitored.
“We also have to decide on the number of control centres that is going to be opened. Whether we open it in all cities or key cities is a decision that needs to be taken,” he added.
The plan by the department of information technology is to come up with a watch, pen or mobile with a panic button to send out distress signals. The home ministry’s plan is to develop a system to ensure tracking accidents as early as possible.
The Nirbhaya Fund was name after Nirbhaya, a pseudonym given to the victim of the gang rape that took place in Delhi on December 16, 2012.

Road commuters in the country will soon have the option of making their toll payments through mobile phones or tablets and can avail this service by downloading the application which is set to be available on Android, iOS and BlackBerry platforms.”We have asked the company that is providing the application to test it at our toll plazas and they are to start the pilot on the 114-km-long Tumkur-Chitradurga section of NH-4,” said a senior road transport ministry official.
The application called ‘m-toll’ has been developed by ConnectXcite Mobi India Ltd and will be available for download from December-end.
“The pilot will begin from December-end and the app will also come at the same time. The pilot will be done in two phases. We will start the test with our vehicles initially and move to vehicles using the toll plaza regularly in the second phase,” said Pankaj Chaturvedi, Country head for ConnectXcite in India.
Road users will need to download the application on their mobile phones or tablets and fill in their details. The server, which will be installed at the toll plazas, will detect their mobile phones and the money will be automatically deducted.
“Road users can make the payment through their pre-paid phone balance, post-paid phone account, credit cards, net banking and even cash-based scratch cards that every concessionaire will be authorised to sell,” said Chaturvedi.
Every payment made through other modes, apart from the scratch card sold by the toll plaza operator, will reach the toll plaza operators account in 24 hours from the time payment is made.
“In case three people, with m-toll on their mobiles, are travelling together in a car, all will get an indication to opt for payment. The money will be deducted from the account of the mobile that opts for it. In case no one opts for payment, money will be deducted from the oldest registered mobile phone,” Chaturvedi further explained.
He added that the registered mobile owner will be verified personally in case the handset being used to make payment switches off due some issues.
To ensure smooth passage for commuters at toll plazas, the road transport ministry is also doing a pilot on radio frequency identification (RFID) technology.
A committee under Nandan Nilekani has suggested introduction of RFID cards for smooth passage on toll plazas at national highways.
Unlike the mobile system, RFID requires a chip-embedded sticker to be put on the vehicles and money gets deducted at the toll plazas automatically, through which the vehicles pass. Unlike the mobile system, money collected from it is to be pooled electronically at one place and distributed later among all toll plaza operators.

Delhi-based corporation keen on setting it up along the lines of the Mumbai-Delhi model.
The Delhi Mumbai Industrial Corridor Corporation (DMICC), which is helming one of the country’s most ambitious mass industrialisation projects, has now set its eyes on replicating the effort on the Mumbai-Bangalore route.
The DMICC, headquartered in Delhi, has called in both request for qualification and request for proposals (RFQ and RFP) — the technical procedures to select firms in a big-ticket project — from consulting firms that could draw up a feasibility plan for the Mumbai-Bangalore industrial corridor. The firms will be shortlisted by December-end.
The plan, like the Mumbai-Delhi one, is to create several smart cities along a designated route in order to bring about a massive transformation in the manufacturing and services sector by way of designated industrial areas and investment regions. A total of 24 such regions will be created along the Delhi-Mumbai route as per the DMICC plan.
“We are looking at this possibility for a Mumbai-Bangalore corridor and have asked for a feasibility report. The government of the United Kingdom would be a participant in the process,” said a senior DMICC official. DMICC chief executive officer Amitabh Kant was unavailable despite repeated attempts to contact him.
The DMICC is a venture administered by the department of industrial policy and promotion under the Union ministry of commerce and industry. It has the Japan Bank for Industrial Cooperation and the Housing and Urban Development Corporation (HUDCO) as its partners.
Delhi-Mumbai industrial road route
The concept of the Delhi-Mumbai corridor is a band of 150km to 200km on both sides of the Dedicated Freight Corridor running from the Jawaharlal Nehru Port to Dadari near Noida. The mandate includes building up feeder roads and rail connectivity from these hubs to hinterland markets and ports along the western coast. Accordingly, the project-influence region of DMIC includes parts of Uttar Pradesh, Haryana, Rajasthan, Gujarat, Maharashtra and Madhya Pradesh.
In addition to the influence region, DMIC would also include development of requisite feeder rail/road connectivity to hinterland/markets and select ports along the western coast.

PUNE: The Pimpri Chinchwad Municipal Corporation’s (PCMC) administration may construct an alternative road in Pimple Saudagar to link the area to Sangvi-Kiwale bus rapid transit (BRT) route.The existing two-km road from Planet Milleniumto Rakshak chowk passes through defence areas. It is often blocked by defence personnel causing inconvenience to over 10,000 local residents.
The road is the easiest route for residents of Pimple Saudagar to reach Aundh, Baner and other areas. If closed, residents have to take a longer route to access Sangvi-Kiwale road to reach these areas. About a year ago, when the road was closed, the civic officials had to seek the intervention of the divisional commissioner to solve the impasse.
Therefore, the civic administration has planned to construct an alternative road at the stretch as well as to widen the old road, from the municipal school till Rakshak chowk, to 20 metres. The civic body has tabled a proposal before the general body.
A civic official said the alternative road will be 18-metre wide and will pass from survey no 59 to 121, adjacent to the defence land. The PCMC has possession of more than 70% of the land needed for the project. The estimated cost is Rs 8.70 crore, whereas the civic body needs Rs 1.50 crore to widen the old road.
Shirish Poreddy, spokesperson for the engineering department, said, “The department will prepare a detailed project report after approval from the GB for both projects. Bids from private contractors will be invited.”
The project report will indicate how much land is needed form private land owners and the defence authorities. “Both roads will have four lanes and footpaths,” he added.
Local NCP corporator Nana Kate said, “Earlier, there was a road from Pimple Saudgar till the post office located ahead of Rakshak Chowk along Sangvi-Kiwale road. But, the defence authorities closed the road 25 years ago, after which the existing road was built. This road also passes through the defence land.”
Kate said the development plan 14 years ago had proposed a road from Planet Millenium to Ginger society, further to Shivar chowk and ending at Jagtap Dairy on the Sangvi Kiwale road. But farmers had opposed land acquisition and the road could not be developed.
“These farmers had later sold their land to some builders, who are now willing to give it for the proposed road. However, this road cannot be a good alternative to the existing Panet Millenium-Rakshak chowk road as people will have to travel a longer distance,” Kate added.
Anita Shinde, a local resident said, “The road from Planet Millenium to Rakshak chowk is too narrow and must be widened so that the vehicles can travel faster.”
Rohit Mane, a local resident said, “The civic body has acquired land from the defence authorities for widening the Pune-Mumbai highway. Similarly it should acquire the land for widening this road that passes through defence land. The defence authorities should give the requisite land for road widening in public interest.”
