Delhi chief minister Sheila Dikshit on Monday thrashed civic officials for the tardy pace of restoration work at Connaught Place.

After a meeting with officials of the New Delhi Municipal Council (NDMC) and contractor Engineers India Limited (EIL), she directed chief secretary DM Spolia to visit the market to take stock of the situation. The officials have been asked to be preduring his visit as well.

“I am not confident of their meeting the April deadline, which is why I have asked the chief secretary and the NDMC chairperson to visit the market and assess what needs to be done,” Dikshit told reporters.

 Sources claimed: “After missing several deadlines, the NDMC had decided to fast-track work and complete it by June this year. But none of the officials were certain if even this deadline would be met.”

Sources said the government is considering slapping a financial penalty on EIL for not finishing the project despite extensions.

With work on the proposed Navi Mumbai International Airport, which was expected to ease Mumbai air traffic congestion, moving at a snail’s pace, the focus is now on expansions plans at the Juhu aerodrome.

Diverting smaller planes to the Juhu airport will not only offer a breather to the space constraints at Mumbai airport, but also enable it to achieve high standards of runway efficiency.

The city airport is trying to achieve 48 flight movements (take-offs and landings) an hour by reducing the time taken by aircrafts to vacate the runway. Small aircrafts pose a major challenge in achieving this discipline, owing to reduced landing speed.

 “Small planes such as turboprops disrupt air flow management, as their cruising speed is half that of jumbo jets. Shifting their operations to Juhu can improve the exiting airport’s runway efficiency dramatically,” said a senior air traffic control (ATC) official, requesting anonymity.

While turboprops are common, no-frill carrier Spicejet Airlines recently inducted a fleet of Q400 planes. National carrier Air India may also induct a fleet of small aircrafts manufactured by aircraft maker Bombardier.

Currently, the city airport has reduced its runway occupancy time from 60 seconds to 52 seconds. Its per-hour capacity to handle take-offs and landings went up from 30 until last year to 46. “Better runway occupancy will increase our capacity from 40 million passengers a year to 45 million,” Sanjay Reddy, managing director of the Mumbai airport, had told Hindustan Times at an aviation event last month.

The airport’s plan is based on a feasibility study conducted by NATS, a UK-based service provider, instrumental in turning around the efficiency of several airports in Europe. For instance, London’s Gatwick airport handled 60 take-offs and landings an hour with a single runway (Mumbai has two) after implementing a study by NATS.

Real time updates on the traffic situation of the city will soon be at the fingertips of smart phone users.

Delhi Traffic Police, after the major success of its SMS updates informing about the congestion on roads, has now decided to come up with a smart phone software on the lines of those used in cities of the US and the UK.

The traffic police, which also provides updates to the residents through its Facebook and Twitter accounts, will introduce the software in an attempt to what it believes is keeping pace with changing times in a smart way.“We are soon going to introduce a software-based mobile application to give real time traffic related information to the road users,” said Sudhir Yadav, special commissioner of police (traffic).

According to traffic police officers, the new system is expected to be up and running within two to three months. Initially, the smart phone application will provide information on distance between two locations, diversions, jam on roads due to breakdown of vehicles or rallies, traffic advisories, parking facilities, available mode of transport and estimated travel time.

However, officers said, they would later on update the application with other new features such as public transport fare for a particular distance travelled.“The offline application would also have an interactive map for the convenience of the traffic,” a police officer claimed.

Sources said the said application would be available in Iphone, BlackBerry, Android and all Windows-based phones. Once this app is installed, users would be able to access traffic reports of particular areas and know about roads in their neighbourhood, workplace or to any part of the city that they are visiting.

Traffic cops believe that with the introduction of the application, not only the regular city commuters but also those who visit the city from outside.The traffic police had discontinued their popular SMS service a few months ago reportedly due to a revision in the TRAI tariff structure.

PUNE: The traffic branch of the city police on Friday introduced an SMS service offering traffic alerts through which citizens would now receive regular updates on the traffic situation in the city.

The free SMS alert service was formally inaugurated by commissioner of police Meeran Chadha Borwankar on Friday. Borwankar said the information service would be greatly beneficial to citizens

Among those present on the occasion included additional commissioner of police Ashok Dhivare, deputy commissioner of police (traffic) Manoj Patil and others.

For availing the service, citizens will have to send an SMS with the text ‘JOIN PTP’ to 09219592195. Citizens can also visit the Facebook page of the Pune Traffic Police. If anyone wants to discontinue the service, he would have to send an SMS ‘Leave PTP’, traffic officials said. tnn

Meanwhile, the work of developing an independent website of the city traffic police is in its final stages. The website would provide comprehensive details on all aspects related to the city’s traffic and transportation issues. The traffic SMS alert service will be linked to the website after the site is launched, the officials added.

Chief minister Akhilesh Yadav on Tuesday said an infrastructure development fund would be set up with part of the profits of Noida, Greater Noida, GDA, LDA and other such agencies to develop infrastructure across Uttar Pradesh.

He also assured farmers that their interests would be protected.

The chief minister was speaking at a function here to inaugurate/lay foundation stones of Noida, Greater Noida and Yamuna Expressway Industrial Development Authority’s projects worth R 3,337 crore.

Stressing that the state could not be developed without the development of rural areas as well, he said for inclusive growth government policies would have to benefit farmers too.

 “The state government has withdrawn cases registered against farmers at BhattaParsaul and other places. We will ensure justice to them and their participation in the state’s development,” he said.

Yadav said his government had got in touch with Amul for dairy development to benefit farmers. “Amul has been doing business worth R 40 to 50 crore per month per village in other states. We will open many centres of the company in UP,” he said. He also announced an interest-free loan scheme for dairy development.

Inaugurating OPD services at a Greater Noida hospital, the chief minister spoke to the chief medical superintendent through video-conferencing and instructed him to ensure proper treatment to all patients at the OPD. He further said his government was making all efforts to take the state ahead on the path of development. A number of industrial units had already been set up in Noida and Greater Noida and more would come up soon, he said. “We will continue to make efforts to create a conducive environment to attract investment,” Yadav said. The chief minister asked Noida officers to solve traffic problems there.

He said the total budget of Noida, Greater Noida, GDA and others could be almost equal to the budget of Delhi. “The officers should, therefore, make serious efforts to provide better infrastructure support and cleanliness in the areas around Delhi,” he said.

Work on four Noida Metro projects likely to begin in May NCERT books to impart lessons in road safety

According to sources, Noida authority officials are working hard to complete all the paper work related to the proposed Metro links — a 3.9-km route between Kalindi Kunj and Botanical Garden, the 6.7-km City Centre-Sector 62 link, 30-km City Centre-Bodaki (Greater Noida) line and 7-km Sector 71-Greater Noida West link — by the end of April.Authority officials said Uttar Pradesh chief minister Akhilesh Yadav will inaugurate infrastructure projects worth R10,000 crore, which include the proposed Metro links and three bridges over the Yamuna, in the first week of May.

“Before the inauguration in May, the Noida authority will complete formalities of memorandum of understanding (MoU) to be signed with DMRC for the Kalindi Kunj-Botanical Garden link. We have sent the file to the urban development ministry for approval,” said a senior authority official.

The detailed project report (DPR) of the City CentreSector 62 route has already been approved by the Noida authority. “An MoU will be signed soon. The authority is also likely to approve the DPRs of two proposed routes — City Centre-Greater Noida’s Bodaki and Sector 71-Greater Noida West,” said the official.

Officials said the chief minister would inaugurate three proposed bridges across the Yamuna — one near Okhla Barrage and one each in sectors 150 and 168 to connect the city with Faridabad.

Soon, students of middle and secondary classes will get lessons in road safety and rules. Taking a leaf out of the books of developed countries such as the US and UK, the road transport and highway ministry has decided to incorporate chapters on road safety in the Central Board of Secondary Education curriculum.

The curriculum drafts have been prepared and the chapters will be included in the academic year 2014, said Sanjay Bandopadhyay, joint secretary of the ministry. “We have sent the drafts to the National Council of Educational Research and Training (NCERT) for evaluation,” said Bandopadhyay.

According to ministry sources, a chapter on road safety will be included in four subjects — Social Science, Hindi, English and Maths for classes VI to X.

The Internationali l Road d Federation (IRF) and Institute of Road Traffic Education (IRTE) have prepared the draft curriculum with help from a group of school teachers across seseveralerall schools in DelhiDelhi. Sources said the draft committee may take inputs from the Delhi traffic police, if required.

“We have hired a team of experienced teachers from different Delhi schools as well as illustrators to design the chapters coupled with graphics and exercises. Once the ministry gives its approval, these chapters will be integrated into the existing curriculum,” said KK Kapila, chairman, IRF.

The Delhi traffic police have appreciated this initiative. “This is a wonderful initiative for road safety and will provide education for life to future road users,” said Anil Shukla, additional commissioner of police (traffic).

The chapters will edify students on how to cross a street safely and correctly and will also comprise lessons on understanding traffic signs, highway codes, road norms, traffic hazards and safety on roads among others.

Multi-level parking at Parade Ground misses high court deadline

 

NEW DELHI: The North Delhi Municipal Corporation has missed the March 31 deadline of making the parking at Chandni Chowk Parade Ground operational.

The deadline was set by the Delhi High Court. The north body has been able to open only two levels of the underground parking. The parking has four levels, one on the ground and three underground. Only the ground and the upper basement level have been made operational so far.

The civic body officials said some “last-minute work” is being done on the other floors.

Traders of Chandni Chowk have complained to municipal commissioner PK Gupta about the delay. “We would request you to kindly look into the issue and ensure that the parking be made fully operational as per the undertaking given to the Delhi High Court,” wrote the Chandni Chowk Sarv Vypar Mandal.

According to the traders’ body president Sanjay Bhargava, the absence of parking is increasing the pressure on the already congested market, which does not have enough space.

“During weekends when the number of visitors increases, it becomes very difficult to commute in Chandni Chowk as people park cars on the roadside, choking up the carriageway,” he said.

Traders also complain that the nearby Gandhi Ground parking is also in a bad shape and needs renovation.

“The parking is open for the public and people are using it. It is only a matter some time before the entire structure is operational,” said leader of the House Mahender Nagpal.

The unified MCD in February 2012 had inaugurated the 1,020car capacity underground multilevel parking lot in a hurry even before the structure had been completed.

The underground parking will cater to more than 720 cars, while the surface parking area will be utilised for parking of 300 cars.

The parking has been constructed at a cost of R52 crore.

Parking lots at Kamla Nagar, Model Town to open in April

 

 NEW DELHI: The BJP-ruled North Delhi Municipal Corporation will finally deliver on the fiveyear-old promise by the unified MCD to provide parking spaces in the district.

The North municipal body has decided to inaugurate its first automated multi-level parking at Kamla Nagar on April 20. A week later, the conventional multi-level parking at Model Town will be inaugurated.

Incidentally, both the projects work would be declared open to the public in the year which is set to witness assembly elections in the city. Both the BJP-ruled civic bodies and the Congress-ruled state government have been in an overdrive to woo voters.

“The Kamla Nagar parking is complete and so is the Model Town parking. Once they are opened, the visitors in these areas will find enough space to park their cars,” said a senior official. The corporation has at least seven parking projects, on which work was on for the past five years.

A host of inauguration functions would be held to woo voters since the assembly elections are scheduled later this year. The civic body has completed the tender process for parkings at Rani Bagh and Ashok Vihar and the projects may be announced to get political mileage.

The Kamla Nagar automated multi-level parking was announced in 2007 and the Lieutenant Governor Tejendra Khanna laid the foundation stone.

The parking project is spread over 3,200 square metres and has seven levels that will accommodate 834 cars and 300 scooters.

Once completed, the project will provide a much-needed breather to the Kamla Nagar market, which currently witnesses congestion as visitors leave their vehicles on the roadside.

“When the project is inaugurated on April 20, it will be thrown open for the public for trial. Parking charges will be imposed only when we are satisfied that the system is properly working,” said leader of the House Mahender Nagpal.

The municipal body may also have to face disappointment as the other two automated multi-level parking in the city are not very popular with the commuters.

Built by the New Delhi Municipal Council (NDMC), the Baba Kharak Singh Marg and the Sarojini Nagar parkings are still being under-utilised.

North Corporation is not the only municipal body that is trying to complete its projects before the assembly elections. South Corporation last week announced that work orders for parking projects at Defence Colony, Munirka and Subhash Nagar have been given.
